Aside from fleas, there are other causes that can occur with a result of these symptoms. Your cat may have developed allergies to his food or something within the home (ie: dust, floor cleaner solution, detergent etc). He may a skin infection or have contacted a parasitic infection. Also, cats who suffer from depression or boredom can lead to excessive scratching, itching and vocalization.
Consider consulting your veterinarian to determine an exact cause as this behaviour is likely to continue and possibly become worse.
